Why Government Licensing Internet?

In what will bring a lot of heat down on Microsoft, one of its top executives recently proposed that the government should start licensing for Internet access.
The suggestion was made by Scott Cheney, a Microsoft security official at a conference in Berlin. Cheney suggested that the government is able to restrict who is and who can not access the Internet, with certain precautions in place. Cheney has suggested that the PC is infected with malware and other dangerous programs quarantined and denied access to the Internet.
At the conference, Cheney also suggested the government to use special programs will be applied to both specialist companies and the government could "monitoring and control" of computers. He compared the program of the CDC.
Do you think that "man" should be licensing access to the Internet?
