Portage Wisconsin River: Heavy Flood

Residents in low lying areas near the Wisconsin River, were forced to evacuate over the weekend after a levee than a century old in the northern part of the state began to fail.
Houses in the subdivision of Blackwater Park and the city of Portage, in Columbia County, were abandoned after the waters rose 20 feet, the highest level in the area since the record floods in 1938, according to the Meteorological Service National.
County officials warned Sunday that the south side of the dam Caledonia, located south of Highway 33, was failing. Roads in the subdivision and the south and west of the city are closed, including emergency vehicles.
American Red Cross established a shelter in St. John's Episcopal Church in Portage.
Floods expected after heavy rains on Wednesday. The Meteorological Service has many flood warnings in effect for the northwest region of the state, including the Black River near Galesville Trempealeau River at Dodge.
A frost advisory has been added and temperatures expected to drop to the low and mid 30 in the morning.
Gov. Jim Doyle declared a state of emergency in the counties of Clark and Trempealeau on Friday due to flooding. State officials and National Guard visited the communities to help with recovery efforts.
